Reconciliation of an unknown job

job_reconcile_get · Reads saved data

For a job that ended unknown (X may or may not have done it): state pending / reading / applied / not_applied / needs_review, read-only checks done (at most 3, at minute 0 / 10 / 30) with what each saw, conclusions with their reasons, and the revision to send to job_reconcile_check / job_reconcile_conclude. X-Buddy never re-sends an unknown write by itself.
